NLC India signs MoUs with IPICOL for 3,200 MW plant
NLC India Limited (NSE: NLCINDIA)

has signed MoUs with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) for two projects in Odisha. The bigger one is a 3,200 MW thermal plant with an estimated outlay of ₹35,000 crore.
The plant is planned as 4x800 MW units using ultra super-critical technology. The second MoU covers a beach sand mineral processing plant with a tentative outlay of ₹2,000 crore. The company is also assessing coal gasification to produce Syn-Gas for fertilizer use.
Why it matters: the mineral plant broadens revenue beyond utility-scale power. IPICOL’s backing should also make early land and utility access easier.
My view: an MoU is an intent to proceed, not a confirmed investment. The ₹35,000 crore plant is the real test. That spend runs over several years and has to be funded without straining the balance sheet. The ₹2,000 crore mineral plant is small next to it, so the diversification story is early and unproven. I read this as multi-year asset visibility, not near-term earnings.
What I am watching: land allocation and environmental clearance in Odisha, coal linkage, financial closure and EPC awards for the thermal units, and approval of the detailed project report for the mineral plant. Delays in any of these would weaken the case.
