BHAVYA Plug-and-Play Industrial Parks Scheme

The Union Cabinet approved the Bharat Audyogik Vikas Yojna (BHAVYA) with a total outlay of ₹33,660 crore ($3.53 billion) to construct 100 plug-and-play industrial parks across the nation. Notified on April 10, 2026, the initiative aims to boost India's manufacturing sector—which currently accounts for 16–17% of GDP and employs over 27 million workers—by providing pre-cleared, ready-to-use land, streamlined regulatory mechanisms, and plug-and-play infrastructure. As global supply chains realign, BHAVYA expands on existing hubs, including 370 notified Special Economic Zones (SEZs) that have mobilized ₹7.82 lakh crore ($88.48 billion) in capital and employed over 31.7 lakh people, alongside 4,164 industrial parks mapped on the India Industrial Land Bank as of October 2026. To be executed over six years from FY27 to FY32 in partnership with state governments and private developers, the scheme offers financial assistance of up to ₹1 crore ($0.11 million) per acre. Funding covers internal roads, power, water, drainage, common effluent treatment plants, ICT administration, ready-built factory sheds, testing centers, warehouses, and worker housing. Additionally, up to 25% of project funds can be earmarked for external last-mile road and rail logistics links. Rolled out via a competitive challenge process—starting with 50 parks managed by dedicated Special Purpose Vehicles (SPVs) and monitored through the BHAVYA portal—the scheme complements mega industrial developments like the Dholera Special Investment Region to scale high-tech sectors including semiconductors, defense, and green energy.
