Cabinet Approves ITLA Infrastructure SPV
The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the creation of a Special Purpose Vehicle—the Integrated Transport and Logistics Authority (ITLA)—to overhaul research, master planning, technical appraisal, monitoring, and impact evaluation across India's transport ecosystem. Designed to resolve systemic bottlenecks stemming from siloed planning across disparate transport ministries, ITLA will serve as the apex national body for multimodal connectivity. The authority is tasked with formulating a comprehensive National Transport Master Plan spanning a 10-year or longer horizon, integrating roads, railways, ports, civil aviation, inland waterways, coastal shipping, urban mobility, and logistics networks.
Under its operational mandate, ITLA will conduct technical appraisals and project monitoring for major infrastructure initiatives valued at ₹500 crore ($51.92 million) or more, while existing financial appraisal structures remain unchanged. Additionally, it will establish a National Transport Data Repository by integrating real-time telemetry datasets from GSTN e-way bills, FASTag, Vahan, and GPS systems to drive freight-flow analytics. Beyond data integration, ITLA will advise on updating the National Logistics Policy 2022, lead sector skilling initiatives, and promote deep R&D, serving as a critical pillar for Vision 2047 by slashing logistics overheads and strengthening India's global trade competitiveness.
