On September 10, 2025, Hindustan Aeronautics Limited (HAL), Indian National Space Promotion and Authorization Centre (IN-SPACe), NewSpace India Limited (NSIL), and the Indian Space Research Organisation (ISRO) entered into a technology transfer agreement for the Small Satellite Launch Vehicle (SSLV). The SSLV is a three-stage rocket built to insert satellites weighing under 500 kg into Low Earth Orbit (LEO). According to the agreement, HAL will take on the technology during the initial two years, succeeded by a 10-year manufacturing period. The contract provides HAL with a non-exclusive, non-transferable license that includes design, manufacturing, quality assurance, integration, launch activities, post-flight evaluation, training, and assistance. HAL will oversee the large-scale manufacturing of SSLVs to fulfill both domestic and international requirements. Chairman and Managing Director of HAL, Dr. D K Sunil, stated that the firm will collaborate with IN-SPACe, ISRO, and NSIL to assimilate, localise, and market the SSLV technology, guaranteeing superior quality and dependability in small satellite launch services. He emphasized the strategic significance of SSLV in addressing the increasing need for satellite applications in communication, earth observation, navigation, and beyond. HAL's initiatives are anticipated to generate fresh prospects for Indian micro, small, and medium enterprises (MSMEs), start-ups, and the broader industrial landscape. The transfer will provide HAL with the independence to construct, possess, and manage the launch vehicle, aiding its long-term plan to create a specialized space division and shift from a parts supplier to a full-service launch provider in the growing small satellite industry.
