Citi Maintains ‘Sell’ on Petronet LNG Amid Regulatory Risks
Citi has retained its "Sell" rating on Petronon LNG, with a revised price target of ₹260, implying about 10% downside from current levels. The downgrade reflects growing concerns over regulatory risks and shifting competitive dynamics in India’s gas infrastructure sector.
The brokerage highlighted the Petroleum and Natural Gas Regulatory Board (PNGRB)’s recent analysis of the gas value chain, which signals intent to bring regasification terminals under formal tariff regulation—potentially ending Petronet’s pricing advantage.
Key risks include possible renegotiation of tariffs at its Dahej terminal, especially following the renewal of its long-term supply deal with Qatar. Such moves could reduce profitability and weaken the company's bargaining power with offtakers.
While 14 of 33 analysts still rate the stock as "Buy", Citi’s caution underscores rising regulatory scrutiny aimed at rationalizing taxes and administered pricing across the gas chain. This evolving landscape may pressure Petronet’s margins and growth outlook, making it a contested pick among investors.
