HUDCO Signs ₹1,00,000 Crore MoU with Odisha for Urban Infrastructure
HUDCO has signed a landmark MoU with the Government of Odisha on July 10, 2026, to provide ₹1,00,000 crore in term loans over five years. The funding will accelerate large-scale urban infrastructure and housing projects—including necessary land acquisition—under the Urban Challenge Fund (UCF), the Bhubaneswar-Cuttack-Puri-Paradeep Economic Region (BCPPER), and the Mukhyamantri Sahari Vikas Yojana (MSVY).
Key Financial & Operational Highlights:
Loan Terms: The facility offers a repayment tenure of up to 25 years, featuring flexible moratoriums and prepayment options for designated statutory authorities.
End-to-End Support: Beyond capital, HUDCO will leverage its UiWIN initiative to provide comprehensive project preparation. This includes Detailed Project Reports (DPRs), financial modeling, asset registers, and Viability Gap Funding (VGF) to ensure project bankability.
Risk Mitigation: To ensure financial discipline, repayment will be serviced through a dedicated escrow account fed by project revenues, or by ring-fencing identified state receivables and budget allocations.
Strategic Outlook:
This mega-financing framework provides HUDCO with exceptional long-term loan book visibility backed by state support. For Odisha, it unlocks the critical capital and technical expertise required to execute transformative urban corridors. Separate operational agreements will be executed for specific projects, and the MoU remains valid for three years, subject to annual progress reviews.
