₹5 Lakh of Safety: How One Policy Quietly Rewired India’s Risk Appetite

Higher deposit insurance pushes Indian savers toward bank safety, subtly pulling money from perceived-safe equities and reshaping capital flows. India’s investors are often called risk-averse, but reality is subtler. We take risk only when safety runs out. When deposit insurance covered just ₹1 lakh, many savers parked money exactly at that limit. Anything beyond felt unsafe. The excess didn’t go chasing high returns—it searched for substitute safety. That money quietly flowed into PSU stocks: government-owned, dividend-paying, liquid, and believed to be implicitly protected. Then came February 2020. Deposit insurance jumped to ₹5 lakh. Safety expanded overnight. What followed was revealing. Deposits rose sharply among middle-class savers. Consumption didn’t fall. Loans weren’t taken. Balance sheets were the same. Prices dipped briefly due to selling pressure and recovered soon after. The driver wasn’t valuation—it was policy-induced behaviour. This episode shows that deposit insurance does more than prevent bank runs. It silently influences where capital sits across the financial system.
