⚡ Coal in India’s Energy Transition: From Backbone to Backup

India’s coal is shifting from being the backbone of power generation to a flexible backup supporting renewable energy and grid stability. For decades, coal has powered India’s growth fueling industries, lighting homes, and driving economic expansion. Today, however, that dominance stands at a turning point. India now operates 217 GW of coal power, with 35 GW more under construction. Once these plants go live, India will reach its NEP 2032 target — no new projects needed. The coal expansion era is ending. As solar and wind surge ahead, coal’s role is transforming — from a base-load source running nonstop to a flexible backup balancing renewable energy. But here lies the challenge: coal plants weren’t built for flexibility. They take hours to start, ramp slowly, and strain under frequent stop-start cycles. Yet, in April 2025, India achieved what once seemed impossible — coal output ramped down by 52 GW within six hours to accommodate midday solar generation. It proved that even traditional energy can adapt when pushed by innovation and necessity. By 2031–32, the average Plant Load Factor (PLF) of coal may fall to 55% from 69%. Plants will operate fewer hours, mainly at evening peaks or during cloudy days. But lower utilization comes with higher costs — as fixed expenses spread over fewer units, coal tariffs could climb to ₹6/unit, while firm renewable energy (FDRE) projects already deliver power at ₹4–5/unit. Scale up energy storage — batteries and pumped hydro can store excess daytime solar and release it when needed, cutting coal dependence.
