India’s Smoking Paradox Declining Habit or Growing Market?

India’s tobacco story is confusing. Health surveys say tobacco use is declining. But spending data tells a different story. Recent Household Consumption Expenditure Survey (2023–24) shows tobacco spending rising sharply. Rural spending increased about 58%, and urban spending about 77% in the last decade. One major reason is gutkha, despite being banned since 2012. Companies bypass the ban using twin sachets selling pan masala and tobacco separately so consumers mix them themselves. This loophole allowed gutkha consumption to explode, especially in rural states like UP and MP. At the same time, India is seeing a shift in product mix. Poor households consume cheaper smokeless tobacco like gutkha, while wealthier urban consumers are moving toward cigarettes. Another concern is the economic burden. Tobacco-related healthcare costs in India are estimated at ₹1.8 lakh crore annually, far higher than the tax revenue generated from tobacco products. To address this, the government introduced 2026 tax reforms, including higher excise duties and mandatory price disclosure for small sachets. But the deeper issue remains: for many low-income workers, a ₹5 gutkha sachet is not just addiction — it’s also a cheap hunger suppressant during long workdays. The paradox remains clear: India is trying to regulate tobacco, while millions remain economically dependent on producing or consuming it.
