Why India Rolled Back Quality Control Orders — And What It Means for Businesses

India’s recent suspension of several Quality Control Orders (QCOs) has triggered celebration among MSMEs. While QCOs sound like simple “quality rules,” in reality they were functioning as powerful industrial policy tools — shaping imports, costs, competitiveness, and market structure. 1. QCOs acted like invisible trade barriers They mandated BIS testing, certification, and inspections — a process that could take 6–8 months. For foreign suppliers, compliance was expensive and slow, discouraging imports. This helped domestic raw-material producers expand, but often raised input prices for downstream industries. 2. Import suppression worked, but exports didn’t take off Studies show imports drop ~24% after QCOs. But exporters rarely gain: many sectors saw stagnant or falling exports because costlier raw materials reduced global competitiveness. Examples include man-made fiber textiles and footwear, where India lost share while competitors like Vietnam grew. 3. Small businesses suffered the most Though QCOs limited foreign competition, they also raised regulatory burdens for Indian firms. Certification fees, delays, and testing demands hit MSMEs hardest, while larger companies with deeper pockets adapted more easily. This increased market concentration across affected sectors. 4. Why the government hit pause A NITI Aayog panel recently recommended suspending 200+ QCOs, especially those imposed on intermediate goods. India also needs smoother supply chains and lower costs as global trade becomes tougher and export markets tighten. Rolling back QCOs aims to ease MSME operations and restore competitiveness. 5. Not everyone likes the rollback Large producers in steel, chemicals, and fibers benefited from protected markets and now fear cheaper imports.
