A lower swing high indicates that buyers are losing strength and the market is unable to push prices above the previous peak, which is a common sign of weakness in price action. It often appears during a downtrend or at the early stage of trend reversal, showing that every upward move is being sold at lower levels. This reflects increasing control by sellers and reduced confidence from buyers. If lower swing highs continue forming along with lower swing lows, it confirms bearish momentum and suggests the possibility of further downside unless a strong breakout above the recent swing high changes the structure.
