: Moratorium Boosts Breathing Space, Spectrum Debt Clouds Outlook

IDEA
(Vi) has received significant relief with the government freezing its ₹87,695 crore adjusted gross revenue (AGR) dues as of 31 December 2025. However, a smaller near-term obligation remains: the operator must pay ₹700–800 crore in AGR dues for FY18 and FY19 over six years, starting FY26. While the moratorium provides breathing space, the company’s ability to raise funds for investments remains constrained by spectrum debt obligations and weak earnings capacity. 1. AGR Dues and Moratorium - Supreme Court crystallized AGR dues only up to FY17, leaving FY18–FY19 dues payable. - Vi must pay ₹700–800 crore between FY32–FY41, outside the frozen dues. - The freeze extends repayment timelines without interest, offering clarity to lenders and investors. 2. Reassessment Process - DoT will reassess the ₹87,695 crore AGR dues over 4–5 months. - Exercise involves circle-level review of subsidiaries and licences pre-merger. - Final liability is expected to reduce, with outcome binding on both government and company. 3. Investor Sentiment and Stock Reaction - News of moratorium initially triggered a 11.5% plunge to ₹10.67, before shares rebounded 8.1% to ₹11.6. - Lack of clarity on waivers for interest and penalties weighed on sentiment. - Emkay Global maintained a ‘sell’ rating, target ₹6, citing insufficient relief. 4. Spectrum Debt and Funding Needs - Vi faces ₹1.2 trillion deferred spectrum obligations between FY26–FY44. - Rising annual instalments from FY27 add pressure. - Current EBITDA is inadequate to meet capex or debt repayment, necessitating external funding or further relief. 5. Strategic Implications - Relief package provides temporary stability but does not resolve structural challenges. - Any delay in liability reassessment complicates fundraising. - Government acted swiftly, partly influenced by IndiGo’s operational crisis, to ensure telecom sector competition.
