Forges Ahead with Nuclear Power Ambitions

India's largest power producer, is accelerating its entry into the nuclear energy sector. The company has secured land assurances from the governments of Gujarat, Chhattisgarh, and Madhya Pradesh to set up nuclear power plants, marking the first solo projects for its new subsidiary, NTPC Parmanu Urja Nigam Ltd (NPUNL). This move gives NTPC a significant head start over rivals, as existing laws permit it to enter the nuclear business without waiting for legislative amendments. → Strategic Land and Water Planning: The three states have identified specific land parcels for NTPC's plants. The next step involves NTPC seeking assurance of consistent and unrestricted water supply, a critical requirement given that a twin-reactor plant (1400 MW) requires 70 million cubic meters (MCM) of water annually. → NTPC has been mandated to build at least 30 GW of India's target of 100 GW nuclear energy capacity by 2047. The company plans to invest at least $60 billion in nuclear projects over the next two decades. It intends to use a mix of technologies, including pressurized heavy water reactors (PHWRs) and small modular reactors (SMRs). → Legal and Sectoral Context: The Atomic Energy Act, 1962, allows companies with government-appointed boards, like NTPC, to bypass amendments required for state governments and private entities to enter the sector. The government is working to reduce the time for setting up nuclear plants from 13 years to approximately eight, which will aid in meeting the ambitious capacity targets. → Market Landscape: India's current nuclear power capacity is 8.8 GW, with a target to reach 22.48 GW by 2031-32. NTPC's new projects will be separate from its existing joint venture with Nuclear Power Corporation of India Ltd for the Mahi Banswara project in Rajasthan. The government's National Nuclear Energy Mission, with a ₹20,000 crore budget, underscores the nation's commitment to expanding its nuclear energy footprint.
