RVNL
: Short-Term Rally Driven by Sentiment, Valuations Look Stretched

Shares of Rail Vikas Nigam Ltd (

RVNL
) have climbed over 4% in three sessions to ₹360, spurred by the second passenger fare hike since July. While the government’s intent to strengthen railway finances is clear, the stock’s sharp rally appears disproportionate to the incremental financial impact. RVNL’s fundamentals remain challenged, with muted revenue growth, margin erosion, and rich valuations despite a strong order book. 1. Fare Hikes and Sentiment Boost - Two fare hikes in 2025 could add ₹4,000 crore annually to Railways’ revenue. - Not all incremental revenue will flow into capex, as manpower and pension costs absorb part of it. - RVNL’s market cap expanded ₹3,600 crore in three days, reflecting sentiment rather than fundamentals. 2. Revenue and Margin Trends - FY22–FY25 revenue grew at a meagre 1% CAGR to ₹19,923 crore. - EBITDA declined at 2% CAGR to ₹1,125 crore, with margins slipping from 6.1% to 5.6%. - H1FY26 revenue was flat at ₹9,032 crore, while EBITDA plunged 40% to ₹270 crore, margins down to 3% (3.6% adjusted). 3. Competitive Pressure - Margin erosion stems from a higher share of competitively bid projects versus earlier nominated orders. - Thin margins of 5–6% typical of railway EPC contracts limit profitability even when revenue rises. 4. Guidance and Order Book - Management retained FY26 revenue growth guidance of 5% YoY, targeting ₹21,000 crore. - Execution ramp-up in H2 could lift margins to 6.5–7%. - Order book at ₹90,000 crore provides visibility for three years, supporting medium-term growth. - Stock trades at 40x FY27e earnings, a steep premium to EPC peers like L&T (22–28x). - Analysts caution that budget-related capex expectations may be fueling short-term rallies, while long-term fundamentals remain unchanged.
