RIL-ONGC Gas Migration Dispute To Reach an End After $2.81-Billion Compensation Demand

The Ministry of Petroleum and Natural Gas has issued a demand of $2.81 billion to Reliance Industries Limited (

RELIANCE
) and its consortium partners, BP Exploration (Alpha) Limited and NIKO (NECO) Limited, over a longstanding dispute concerning gas migration from Oil and Natural Gas Corporation's (
ONGC
) blocks to RIL's KG-D6 block. Background of the Dispute: * Initial Allegations (2013): ONGC suspected that natural gas from its Krishna Godavari basin blocks, KG-DWN-98/2 (KG-D5) and G-4, was migrating into RIL's adjacent KG-D6 block. This led ONGC to file a writ in the Delhi High Court in May 2013, seeking compensation for the alleged loss. * Independent Study (2015): An independent third-party study by global consultant DeGolyer and MacNaughton (D&M) in 2015 confirmed reservoir connectivity between the two blocks. Government's Initial Demand (2016): The government initially sought $1.55 billion from RIL and its partners for the alleged gas migration. * Arbitration and Legal Proceedings: In July 2018, an international arbitration tribunal ruled in favor of RIL and its partners, rejecting the government's demand. This decision was upheld by a single-judge bench of the Delhi High Court in May 2023. However, in February 2025, a division bench of the Delhi High Court overturned the previous rulings, siding with the government's position. Current Developments: * Increased Demand (2025): Following the division bench's ruling, the Ministry of Petroleum and Natural Gas escalated its demand to $2.81 billion. * RIL's Response: Reliance Industries has stated that, based on legal advice, it considers the division bench's judgment and the subsequent demand unsustainable. The company plans to challenge the judgment and does not anticipate any liability arising from this case.
