India Welcomes International Electric Vehicle (EV) Leaders.
The Ministry of Heavy Industries (MHI) has introduced an online application portal for the Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI), which aims to bolster India’s position as a leading global electric vehicle (EV) manufacturing center. Applications are accepted from June 24, 2025, through October 21, 2025. The scheme was first announced on March 15, 2024, with comprehensive guidelines released on June 2, 2025. Its goal is to draw foreign investment into EV manufacturing, strengthen the Make in India and Aatmanirbhar Bharat initiatives, and support India's climate goals, including achieving Net Zero emissions by 2070. Union Minister of Steel and Heavy Industries Mr. Haradanahalli Devegowda Kumaraswamy emphasized that this initiative represents a pivotal moment for India’s vision of future mobility under the direction of Prime Minister Mr. Narendra Modi. Candidates whose applications are approved will be permitted to import Completely Built-in Units (CBUs) of electric four-wheelers (e-4W) with a minimum Cost, Insurance, and Freight (CIF) value of Rs. 30,12,170 (US$ 35,000) while benefiting from a reduced customs duty of 15% for five years. Applicants are required to commit to a minimum investment of Rs. 4,150 crore (US$ 482 million) and to meet domestic value addition (DVA) targets. The scheme balances the importation of advanced EV technologies with the cultivation of local capabilities, thereby fostering job creation, industrial expansion, and positioning India as a reliable EV manufacturing hub.
