Results and Job Creation under Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

The Ministry of Skill Development and Entrepreneurship (MSDE) has been executing the flagship Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015 to improve youth employability via skill development training. The program offers Short-Term Training (STT) along with Recognition of Prior Learning (RPL) for enhancing skills and acquiring new ones. From FY21 to FY25, more than 5.2 million candidates have received training in various states and Union Territories, with Uttar Pradesh, Rajasthan, Maharashtra, and Tamil Nadu being the leading contributors. Earlier versions of PMKVY reported a 43% placement rate for candidates who were certified. PMKVY 4.0, however, emphasizes enabling trainees to have varied career options and enhanced guidance. Several independent assessments emphasize the program's effects: individuals trained under PMKVY 2.0 claimed 15% greater average monthly earnings than non-participants, whereas RPL-certified individuals made 19% more. The 2020 assessment by NITI Aayog highlighted that 94% of employers planned to recruit additional workers trained under PMKVY, indicating significant acceptance in the industry. To enhance employment results, PMKVY 4.0 introduced the Skill India Digital Hub (SIDH), a comprehensive digital platform that combines skilling, education, employment, and entrepreneurship services. SIDH links skilled individuals to job and apprenticeship openings, promoting employer participation via countrywide Rozgar Melas (employment fairs). The program's success relies on strategic collaborations, thorough assessments, and technological advancements to support continuous learning and improve job preparedness. In FY25, states such as Uttar Pradesh trained 4,63,569 individuals, Rajasthan 2,79,609, and Maharashtra 74,939, showing extensive geographic spread.
