The Department of Telecommunications (DoT) presented its Sangam Digital Twin featuring an AI-Driven Insights Initiative at India Mobile Congress 2025, emphasizing the potential of telecom, computation, and sensing convergence to revolutionize infrastructure planning. Created in partnership with leading telecom companies and OEMs such as RJIL, Bharti Airtel, and Nokia, the project showcased real-world uses in urban mobility, tourism, and interconnected traffic management. Through the examination of mobility data sourced from telecom, planners obtained immediate insights into commuting habits, tourist movements, and traffic management, facilitating data-driven infrastructure investments and minimizing project risks. The Digital Twin platform highlights privacy-aware, AI-powered predictions, representing a significant advancement in data-informed decision-making for public infrastructure. DoT additionally organized a Roundtable on 'Forward-Thinking Planning', involving policymakers, telecom specialists, and technology leaders to explore the financial aspects of transparent infrastructure planning. Identified key priorities encompassed encouraging quality data contributions, establishing policy certainty for the integration of Digital Twin tools into national planning frameworks, and facilitating cross-sector innovation via AI and analytics. Under the Sangam Initiative, DoT is creating a Regulatory and Innovation Sandbox in collaboration with industry, academia, and transportation agencies to jointly develop AI models and toolkits, guaranteeing secure and interoperable solutions. The IMC 2025 showcase signifies a critical advancement in institutionalizing telecom-enabled Digital Twins as an essential tool for flexible, data-driven, and citizen-focused infrastructure planning in India.
