BPCL’s ₹1.03 lakh crore Andhra refinery advances

Bharat Petroleum Corporation Limited (NSE: BPCL) has moved a step closer to developing its proposed ₹1.03 lakh crore refinery and petrochemical complex in Andhra Pradesh. The project has received a recommendation for environmental and Coastal Regulation Zone clearances from the government’s Expert Appraisal Committee. Key details • The proposed greenfield complex will be located near Ramayapatnam Port in Nellore district. • Planned refining capacity is 9 million tonnes per annum. • The project is proposed across roughly 5,200 acres. • It is designed to produce around 5.4 million tonnes of transportation fuels and 3.2 million tonnes of petrochemicals. My view The important development is the progress on approvals. A project of this scale can materially expand BPCL’s refining and petrochemical presence, but the earnings impact is still several years away. The ₹1.03 lakh crore investment is also substantial, so funding, construction costs and eventual utilisation will determine the return on capital. The clearance recommendation should therefore be viewed as an important project milestone, not immediate earnings growth. What I’m watching next I will watch for final environmental clearance, commencement of construction, the funding structure and management’s commissioning timeline. Stance: Positive for BPCL’s long-term capacity expansion, but execution and returns on the large capex remain the key factors.
