ONGC: Venezuela Clearance Opens New Growth Opportunity

ONGC
has received a licence from the US Treasury’s Office of Foreign Assets Control (OFAC), allowing its overseas arm ONGC Videsh to resume and expand operations in Venezuela after years of sanctions-related restrictions. The development is positive because ONGC can now increase investment in its Venezuelan assets, potentially raise oil production and pursue greater operational control. The company holds a 40% stake in the San Cristobal project and 11% in Carabobo. More importantly, the licence could help ONGC recover over $500 million in pending dividends and unlock value from assets that have remained underutilised. San Cristobal is currently producing only a fraction of its estimated potential. For investors, the news strengthens ONGC’s international growth prospects and adds a potential medium-term production and cash-flow catalyst. However, execution, Venezuelan operations and future US policy remain key risks.
