HDFC Bank’s DIFC Branch Barred from Onboarding New Clients by DFSA
📌 Dubai / Mumbai, 27 September 2025 – The Dubai Financial Services Authority (DFSA) has issued a decision notice prohibiting HDFC Bank’s DIFC branch from onboarding or conducting business with new clients effective 25 September 2025.
The restrictions cover financial services including advisory, arranging deals in investments, arranging credit, and financial promotions. However, the DIFC branch is permitted to continue servicing existing customers and those offered services before the cut-off date.
Why the Restrictions Were Imposed
The action follows DFSA findings related to irregularities in customer onboarding procedures and issues concerning compliance standards at the DIFC branch.
Impact on Bank Operations
HDFC Bank clarified that the prohibition is not material to its financial position or overall operations, as the DIFC branch contributes only marginally to the bank’s global business. As of 23 September 2025, the branch had 1,489 onboarded customers.
HDFC Bank’s Response
The bank has initiated corrective compliance measures in line with DFSA’s requirements and reaffirmed its commitment to promptly addressing all regulatory concerns. Notably, no financial penalties or sanctions have been imposed apart from the onboarding restrictions.
The DFSA order will remain effective until modified or revoked in writing by the regulator.
This development underscores the increasing regulatory scrutiny on compliance and customer due diligence standards in international financial hubs such as the DIFC.
