Brokerages flag PB Fintech risk from IRDAI draft

Brokerage views on the IRDAI draft point to a sharp reset in insurance distribution economics, with

facing the highest potential impact. The draft proposes tighter expense-of-management limits and significant commission cuts across health, term and motor insurance. Bernstein said the proposals were much worse than expected, while Macquarie and Jefferies also flagged PB Fintech as highly exposed. PB Fintech Limited (NSE: POLICYBZR) could face pressure if lower commission rates reduce revenue from insurance distribution. Jefferies estimates that a 10% cut in new business commission rates could translate into a 10–12% decline in earnings. The actual impact will depend on the final rules and how insurers and intermediaries adjust their models. The draft could also affect insurers differently. Bernstein and Macquarie see LIC and SBI Life as relatively insulated because of their cost and distribution mix, while HSBC highlighted potentially higher impact for HDFC Life, Max Financial and PB Fintech. In my view, the key question is whether lower distribution costs can generate enough additional insurance demand to offset weaker sales incentives. Insurance is largely a push-led product, so lower commissions could affect intermediary behaviour even if customer pricing falls. The next triggers are the final IRDAI framework, commission caps, implementation timeline and early evidence on insurance volumes and margins. Until the final rules are notified, the earnings impact remains uncertain. Near-term risk is elevated for insurance intermediaries, particularly PB Fintech, while insurer impact will depend on distribution mix and cost structure.
